Biography

Declan is responsible for leading our policy and economics work in the areas of economic development, regeneration, infrastructure development and climate change. He has over 25 years’ experience of leading the delivery of place based, sector and organisational strategies, policy and programme evaluations, economic and social impact assessments and case making for strategic projects.

Declan has extensive experience of working collaboratively with senior stakeholder representatives to support learning, build trust and develop consensus. He also has an in-depth working knowledge of best practice in governance and delivery within the public sector.

Examples of his current and previous projects include:

  • on behalf of South of Scotland Enterprise and the South of Scotland Regional Economic Partnership, development of a 10-year strategy for growth and development of the region;
  • on behalf of the Greater London Authority, evaluation of the Mayor of London’s £70 million Good Growth regeneration programme;
  • on behalf of UK Research and Innovation, evaluation of a £30 million investment in a greenhouse gas removal demonstrator programme;
  • on behalf of West Yorkshire Combined Authority, carrying out research on the region’s innovation capacity, capability and potential;
  • on behalf of Ulster University/ Derry City and Strabane District Council, development of a business case to support expansion of the Magee Campus in Derry~Londonderry; and
  • on behalf of Northern Ireland’s Department for Communities, evaluation of Northern Ireland’s £194 million/ 10-year Neighbourhood Renewal Strategy.
