The ‘Post-16 Audit Code of Practice 2019-20’ (ACOP) has been published in July 2020 and applies from 1 August 2019. It sets out the ‘assurance and accountability requirements for post-16 providers, including sixth-form and further education colleges’.
Whilst publication is towards the end of the relevant year, key issues have been under discussion throughout the year and are unlikely to come as a surprise. This includes clarification on expectations of how providers should manage subcontracting arrangements and interaction with Office for Students (OfS) requirements for those colleges registered with OfS.
The ‘Ney Review’ of college financial oversight made some recommendations on the role of the audit committee and interaction with auditors and we anticipate seeing these reflected in the 2020/21 version of ACOP. It was also recommended that further consideration be given to the regularity framework and we expected that to be debated in the coming months.
