Frameworks Manager

We are looking for an experienced Frameworks & Dynamic Markets Manager to lead RSM's strategic and operational approach to identifying, qualifying, applying for and managing places on frameworks, dynamic markets and selected master services agreements.
You will proactively monitor the market, maintain a forward-looking pipeline and lead early qualification conversations so the business can make informed bid or no-bid decisions and prepare well ahead of procurement processes opening. You will then coordinate approved framework applications and oversee the governance, reporting, knowledge and operational management of awarded positions.
This is not a role focused on writing or managing the individual client bids generated through frameworks. It is an opportunity for a commercially minded, highly organised framework specialist to shape which procurement routes RSM pursues, strengthen application readiness and ensure the firm manages and uses its framework positions effectively.
You’ll make an impact by:
- Leading early qualification conversations for new frameworks identified through tender alerts, pipeline monitoring, internal referrals and market engagement.
- For frameworks where RSM is considering re-application, prepare and present a clear assessment of previous framework activity, utilisation, outcomes and success to inform the decision to re-apply and shape the future approach.
- On approval to proceed, establish the application plan, governance, milestones, responsibilities and internal review route.
- Interpret procurement documents and translate mandatory requirements, selection criteria, lot structures, evidence needs and portal requirements into a clear response plan.
- Identify the right owners and contributors for each part of the application and coordinate input from business teams and core functions, including legal, risk, finance, IT, and information security
- Maintain a complete and accurate central register of RSM's framework, dynamic market and relevant master services agreement positions, including owners, scope, lots, terms, expiry or renewal points and key obligations.
- Maintain visibility of framework expiry and renewal dates, proactively engaging framework owners and key stakeholders well in advance to confirm intentions, gather evidence and begin preparation for any re-application.
- Create and maintain an accessible framework and dynamic markets hub on the intranet as the primary internal source of current guidance, ownership and portfolio information.
- Develop and deliver practical training for partners and teams on how frameworks and dynamic markets operate, how RSM should prepare for them and how existing positions can be used appropriately.

- Significant experience of frameworks, dynamic purchasing systems or dynamic markets, procurement routes or complex supplier applications, ideally within professional services, consultancy or a similarly complex B2B environment.
- Strong understanding of public sector and/or financial services procurement practices, including relevant legislation, regulatory expectations and procurement portals.
- Demonstrable experience of building and managing an opportunity pipeline, conducting structured qualification and turning market intelligence into practical business preparation.
- Strong commercial judgement, with the ability to assess strategic fit, potential value, capability, risk, investment and resource requirements and to form clear recommendations.
- Excellent programme and project management skills, with the ability to coordinate multiple long-lead and live procurement activities simultaneously.
- Strong stakeholder engagement and influencing skills, with the confidence to convene senior leaders, clarify ownership, challenge constructively and secure timely decisions.
- A highly organised, proactive and detail-oriented working style, with the discipline to maintain accurate records, governance, reporting and follow-through.
- Excellent written and verbal communication skills, including the ability to interpret complex procurement information and explain requirements clearly to different audiences.
- Experience coordinating cross-functional input from legal, risk, finance, technology, information security, sustainability, marketing and operational teams.
- An analytical and continuous improvement mindset, with the ability to identify trends, gaps and practical opportunities to strengthen RSM's framework portfolio and operating approach.
- PRINCE2 or a similar project management qualification is desirable.
